About Nick Tamburro

Nick Tamburro has 30 years of proven leadership in the Victorian government on the delivery of projects across diverse government sectors including transport, water, telecommunications and urban re-development ; and overseeing the development and implementation of a wide range of whole-of-government project planning and contracting policies.
He has a track record of enabling and problem solving to maintain forward momentum on project planning and delivery; of advising decision-makers on strategic options; and on commercial, financial and budget risks and opportunities and constraints. Nick's experience also encompasses project governance and ensuring optimal implementation of decisions made.

With the Department of Treasury and Finance from 1995 to 2014, Nick led the Treasury work that resulted in the execution of 12 PPP contracts in his first 10 years. In the subsequent 10 years, Nick led on other high value and complex projects delivered as either alliances, collaborative or traditional contracting models. He also instigated fundamental Cabinet level reforms in both strategic sourcing and alliance contracting. In the two years prior to retiring from the public service in late 2014, Nick led work on innovative areas like value capture (Cabinet level documentation), introducing real options thinking in project planning, and the publication of a national framework for the traditional contracting of infrastructure.

On the way to achieving successful outcomes and reforms, Nick demonstrated deep understanding of senior government decision making, influencing and working with stakeholders in multiple jurisdictions to achieve difficult but necessary outcomes. Understanding both political and public sector processes, Nick is able to bring multiple perspectives, that of an ‘investor’ as well as that of a client and supplier, to advise on the benefits, risks and uncertainties of a project, and on the governance issues between government, client agency and contractor. A key feature of Nick’s work has been his ability to bring a comprehensive and robust commercial perspective, combined with extensive industry engagement, in the formulation of advice and policy for government on projects.

Nick has wide ranging  experience in being able to work successfully as part of a multi-disciplinary team, collaborating effectively and integrating his contribution with others, as well as leading multidisciplinary teams to ensure optimal outcomes from each party with shared objectives.

Example of a past infrastructure project:

From 2000 until mid-2004 (when Nick moved to take on a more senior role) he led the Treasury work that was critical to the Government's decision to deliver East Link as a PPP (capital cost $2.5 billion). During this time, Nick also worked on the feasibility study, business case and the commercial/legal terms and conditions documented in the project's EOI.
